How do you get your Romanian driving record (“cazier auto”) online?

“Cazier auto” (literally “car record”) appears neither in the law nor on the service page. The document we believe people mean by it is the history of road traffic penalties (istoricul sancțiunilor rutiere), in English terms a driving record. Any holder of a driving licence issued by the Romanian authorities can request it: online on hub.mai.gov.ro, the services platform of the Ministry of Internal Affairs, with a validated account (as beneficiaries, the service page lists Romanian citizens), where it is generated automatically and is free, or on paper, in person, at a traffic police office.
What the “cazier auto” is
The law and the official service page do not use the name “cazier auto”. They speak of the history of penalties under the road traffic rules (istoricul sancțiunilor la regimul circulației pe drumurile publice). We believe this is the document people look for when they type “cazier auto”; if someone has asked you for a “cazier auto”, ask them exactly which document they want.
The law gives the licence holder the right to obtain the penalties history (Emergency Ordinance 195/2002, art. 22^2).
According to the service page, the history shows all the breaches of the road traffic rules that are active in the register of withheld driving licences and of penalties applied to drivers of motor vehicles, agricultural or forestry tractors, or trams. Breaches are kept in the register for set periods, depending on their nature, under an order of the Minister of Internal Affairs (no. 141/2014). We have not read the order, so we do not give the periods here.
On hub.mai.gov.ro the service is called “Istoric sancțiuni rutiere. Puncte penalizare. Status permis.” (road traffic penalties history, penalty points, licence status).
Who can request it, and what it costs
Any holder of a driving licence issued by the Romanian authorities. As beneficiaries, the service page lists Romanian citizens, with a minimum age of 18, and under fees it says “Gratuit” (free).
Online, you can only get it with a validated user account on hub.mai.gov.ro.
Getting the penalties history online, step by step
- Log in to your account on hub.mai.gov.ro.
- Choose the service “Șoferi și vehicule” (drivers and vehicles) and open “Istoricul sancțiunilor rutiere” (road traffic penalties history).
- Press “Solicită istoricul sancțiunilor rutiere” (request the penalties history).
- Select the reason for the request.
- Tick the box giving your consent to the processing of personal data and press “Trimite” (send).
- The history appears at the bottom of the page, ready to view or download.
The service page says the document is generated instantly.
These are the steps described on the official page. We have not gone through them with an account ourselves.
If you do not have a validated account
An account is validated with the electronic ID card, through ROeID (the digital identity used to log in to the online platforms of Romanian public institutions), through ghiseul.ro (the online payments platform) or at a Romanian Police counter. On paper, at the traffic police
On paper, the history is issued at the premises of any traffic police service (serviciu rutier) of the county police inspectorates, of the Traffic Brigade of the Bucharest police, or of the Motorways Brigade. You go in person.
The law says the history is obtained “from the site of the General Inspectorate of the Romanian Police” or from any traffic police structure. We found the online service, however, on hub.mai.gov.ro, the platform of the Ministry of Internal Affairs, where it is provided by the Romanian Police.
How it can be checked, and how long it is valid
On hub.mai.gov.ro, under “Verificare documente” (document verification), the service that checks a document is genuine from the data written in it has “Istoricul sancțiunilor rutiere” in its “Tip document” (document type) list. The form says this type of document can be checked there only if it was issued exclusively through the hub.mai.gov.ro platform.
The service page does not say how long the document is valid. Ask whoever requires it how recent it has to be.
