Boiler, gas installation and chimney: how often are they checked in Romania?
A boiler is inspected every 2 years, by a company authorised by ISCIR. The gas installation gets a check at least once every 2 years and an overhaul at least once every 10 years, both done by a company authorised by ANRE. The three are linked: you have to show the gas company that your gas appliances, such as the boiler, have had their periodic inspection on time and, if an appliance is connected to a chimney, proof that the chimney was inspected and cleaned in the last 30 days.
At a glance: what, how often and who
- The boiler: the periodic technical inspection, every 2 years. Done by a company authorised by ISCIR. The result is written in the appliance logbook (livret).
- The gas installation: the technical check (verificare), at least once every 2 years, and the technical overhaul (revizie), at least once every 10 years. Done by a company authorised by ANRE, which you choose. You are left with the record sheet (“Fișa de evidență”).
- The chimney, when a gas appliance is connected to it: inspected and cleaned no more than 30 days before the check or overhaul of the gas installation, by a company that has this activity among its registered objects and has qualified staff. You are left with the proof of inspection and cleaning.
The boiler: an inspection every 2 years
The periodic technical inspection of the appliances is carried out every 2 years, by companies authorised by ISCIR (technical rule PT A1-2010, art. 21). The rule covers heating appliances of up to 400 kW running on gas or liquid fuel, hot-water boilers of up to 400 kW and low-pressure steam boilers, running on gas, liquid or solid fuel (art. 3).
Having the inspections done on time is the duty of whoever holds the appliance (art. 39). The result is written in the appliance logbook (livret): “ADMIS” (passed), meaning the appliance may run until the next inspection is due, or “RESPINS” (failed), meaning it must not be used (art. 22 and 23).
The gas installation: a check every 2 years, an overhaul every 10
- The technical check (verificare tehnică) is done periodically, at least once every 2 years, or at your request.
- The technical overhaul (revizie tehnică) is done periodically, at least once every 10 years, and also after the installation has been unused for more than 6 months, after any event that could have affected it, or at your request.
- Both may only be done by a company authorised by ANRE (an authorised operator of the “EDIB” type), which you choose, under a service contract signed before the work.
- Any defects found are also repaired through an authorised company, under a contract.
- The company fills in the record sheet (“Fișa de evidență”), one copy for each party and one for the gas network operator. It is also the company that has to register it with the operator, within 5 working days of drawing it up and no later than the due date in the notice. The sheet is handed to you after it has been registered.
The chimney: proof no older than 30 days
When a gas appliance is connected to a chimney, the ANRE technical norms say that, at the check or overhaul of the gas installation, the appliance is only put back into service after you show proof, no older than 30 days, that the chimney was inspected and cleaned (ANRE Order no. 89/2018, art. 304).
The proof has to come from a company that has this activity among its registered objects (the matching CAEN code) and has qualified staff for cleaning and inspecting chimneys.
Until 2023 the ANRE procedure asked for proof dating from no more than 6 months earlier. Since then it refers to the norms, which ask for no more than 30 days.
Why the order matters
The law does not set an order. But you have to show the gas company two things: that the chimney was inspected and cleaned, and that your gas appliances have had their periodic technical inspection on time (the ANRE procedure, art. 6). So, before the gas company comes, the chimney needs to be inspected and cleaned within the 30 days before, and the boiler needs an inspection that is still in date.
If you do not have these documents, the model contract in the procedure gives the company the right to cut off, fully or partly, the flow of gas through the installation.
The gas network operator also has the right to stop the supply if there are gas leaks that have not been fixed or there is a risk of explosion (art. 13).
How you find out when it is due
- The gas installation: your supplier tells you. The notice comes at least 60 days before the due date, together with the gas bill, and the check or overhaul is done by the due date in the notice.
- The boiler: look in the appliance logbook (livret), where the inspections are recorded. The next one is due 2 years after the last.
